Research Abstract:
Social work practice decisions are influenced by cultural and other 
societal factors. This amplifies the need and importance of 
cross-national studies that compare and contrast solutions to similar 
social problems. The current study, supported by the Fondazione E. 
Zancan (an Italian-based research organization) aims at describing 
differences and similarities across jurisdictions with regard to 
decisions about unnecessary out-of-home placement of children. This 
is a cross national survey of 'preventive' and 'early intervention' 
child welfare services. The overarching goal of the survey is to 
increase our understanding about the way decisions can best be taken 
to ensure that only those children who need an out-of-home care 
service actually enter care, and that entry to care is prevented for 
those who can be better supported in their own homes and communities. 
More specifically, the survey will explore how the process of 
defining the need to place a child is perceived by people who are 
involved in child welfare in different jurisdictions; and describe 
the various preventive services available to children and families in 
different jurisdictions.
