| Social work practice decisions are influenced by cultural and other |
| societal factors. This amplifies the need and importance of |
| cross-national studies that compare and contrast solutions to similar |
| social problems. The current study, supported by the Fondazione E. |
| Zancan (an Italian-based research organization) aims at describing |
| differences and similarities across jurisdictions with regard to |
| decisions about unnecessary out-of-home placement of children. This |
| is a cross national survey of 'preventive' and 'early intervention' |
| child welfare services. The overarching goal of the survey is to |
| increase our understanding about the way decisions can best be taken |
| to ensure that only those children who need an out-of-home care |
| service actually enter care, and that entry to care is prevented for |
| those who can be better supported in their own homes and communities. |
| More specifically, the survey will explore how the process of |
| defining the need to place a child is perceived by people who are |
| involved in child welfare in different jurisdictions; and describe |
| the various preventive services available to children and families in |
| different jurisdictions. |
